Advisory Services

Under "Public Policy and Management", UP Transfer GmbH works in close cooperation with the Potsdam Center for Policy and Management (PCPM) to offer different types of advisory  services.

Current projects, among others, are: 

  • Practice consultation for a group of managers of the BG Verkehr (since 2021)
  • Leadership Development Program for Young Leaders at the Forschungszentrum Jülich and Projektträger Jülich GmbH (since 2021)
  • Process consultancy for a department of GFA GFA Consulting Group, Hamburg (since 2021)
  • Process consultancy and team coachings at the IG BCE (sector trade union for mining, the chemical industry and the energy sector), since 2021

Completed projects include:

  • Multi-stakeholder project "Optimized disaster response via simulation" (oKat-SIM). Joint project with the Geo- and Cognitive Sciences of the University of Potsdam, multi-media and interactive systems of the University of Lübeck and New Media of the Film University Babelsberg and other practice partners, funded by the Federal Ministry of Education and Research (BMBF), 2019-2022
  • Design and Facilitation of the Summer School des "European Public Administration Network" (of Directors General responsible for Public Administrations in EU member States, 2020-2021)
  • Project Consultancy and Coaching of the Fellows of the Carl Friedrich Goerdeler-Kolleg for Good Governance on behalf of the Bosch-Foundation/German Council on Foreign Relations (DGAP), 2015-2020 (Dr. Thomas Gebhardt)
  • "Teaching Professional Certificate Public Administration and Public Policy", supported by the German Academic Exchange Service (DAAD) and funded by the German Foreign Office (AA) (Prof. Harald Fuhr) (follow-up project to "Strengthening Public Administration Education in Afghanistan”), 
  • Science transfer project on "European Perspectives for Public Administration" (Prof. Werner Jann and Prof. Geert Bouckert), 
  • Consultancy on behalf of German Social Accident Insurance (DGUV) (Dr. Thomas Gebhardt in co-operation with SHI Stein-Hardenberg Institut)
  •  "Strengthening Public Administration Education in Afghanistan" conducted on behalf of the German Society for International Cooperation (GIZ) (Prof. Harald Fuhr and Prof. Werner Jann) (2012-2015);
  • Advice on the implementation of "Transforming Administration, Strengthening Innovation (TRANSFORMASI)", a project on modernizing public administration in Indonesia, conducted on behalf of the German Society for International Cooperation (GIZ) (Dr. Thomas Gebhardt and Dr. Andreas Obser) (completed 2015.)
